This report, written by Maria Carmen Lemos, looks at the effect on households in this North Eastern region. Ceara, one of the poorest states in a region plagued by drought has undergone large amounts of change over the last 20 years (see table in report) but is still plagued with clientelism according to Lemos. She argues that capacity for change has been reactive, not paying enough attention to structural reforms.
